I don't even have a category for this. Wow. So let me get this straight: while 100s of thousands (millions?) of Katrina victims are still misplaced, struggling to get back on their feet after having lost their homes and everything in them, maybe some of the people they love, there are more than a few white-collar criminals who have been spending the aid money for their own pleasure? I can just see them sitting around with wondering what "the poor people are doing."
It's outrageous. Anyone who fits that description or even knows of someone who does and didn't say anything about it or report them, should be hunted down and sent to a remote outpost (the frozen tundra?) for the next 20 years or so.
Better yet, they should have their house and things taken away and be forced to move with nothing but the shirt on their back to a place where they know no one and have no assistance restarting their lives. Maybe then they'd reconsider theft of this magnitude.

"As much as $1.4 billion in federal aid for victims of hurricanes Katrina and Rita was improperly spent on everything from vacations and massages to season football tickets and a sex-change operation, according to an audit by congressional investigators. The fraudulent claims amounted to as much as 16 percent of the money distributed by the Federal Emergency Management Agency." (Associated Press)
